
MANILA, Philippines — The Commission on Elections (Comelec) has approved the request of Naga City Mayor Leni Robredo that the plebiscite on the conversion of the city into a highly-urbanized city be synchronized with the Barangay and Sangguniang Kabataan Elections (BSKE) on November 2, 2026.
According to the Comelec on Friday, the Comelec en banc held a meeting on the matter last June 26, which pertained to a recommendation dated June 25 by Deputy Executive Director for Operations Rafael Olaño.

Robredo wrote to Comelec Chairperson George Erwin Garcia last June 11 for her request on the synchronization of the plebiscite with the BSKE.
“The Commission, after due deliberation, RESOLVED, as it hereby resolves, to ADOPT the recommendation of Deputy Executive Director for Operations Rafael B. Olaño and APPROVE the request of Hon. Mayor Maria Leonor Gerona Robredo of Naga City that the plebiscite for the ratification of Presidential Proclamation No. 1267 be synchronized with the Barangay and Sangguniang Kabataan Elections (BSKE) to be held on 2 November 2026,” the Comelec said in a document.
This came after President Ferdinand Marcos Jr. declared Naga City as the country’s 34th highly urbanized city through a proclamation. /jpv
