CEBU CITY, Philippines — A 27-year-old welder was arrested after a K-9 allegedly detected suspected illegal drugs in his belongings during a routine security inspection as he was about to report for work at a major shipbuilding and repair company in Balamban, Cebu. The suspect was apprehended through a citizen’s arrest at around 10:30 a.m.
