Cebu can expect scattered rains as Rosal moves north

CEBU CITY, Philippines — Cebuanos can expect scattered rain showers and thunderstorms on Wednesday as Super Typhoon Rosal moves across the Philippine Sea, with its outer circulation also bringing gusty winds to parts of the Visayas. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Metro Cebu and the rest of Central Visayas would
